3년동안 발 디딜틈 없을 정도로 장사가 잘 된 코인노래연습장이 망하는 건 한 순간이었습니다.
이태원 신종 코로나바이러스 감염증 (코로나19) 확산으로 서울시가 5월 중순 코인노래연습장애 대해 50일동안 집합금지명령을 내린데다. 지난달 19일 사회적 거리두기 2단계가 강화되면서
노래연습장등 고 위험시설로 12개 업종은 영업을 중단하였습니다.
집합금지명령이 길어지면서 영업을 재개해도 더 이상 이곳을 운영할 여력조차 없게 되었습니다.
서울 서대문구 신촌 한복판에서 코인노래연습장을 운영하던 박진실씬느 고민 끝에 5일 오전 가게 앞에 망한 사연을 담은 현수막을 내걸었습니다.
인근 상인이 사회관계망서비스 (SNS)에 찍어 올린 이 현수막 사진은 온라인 커뮤니티를 중심으로 빠르게 퍼졌습니다.
50일동안 임대료,전기세,인증비,저작권료등 고정비용이 장난 아닙니다.
그래도 살아보겠다고 대출금 갚으려고 다시 열심히 해보려 했습니다. 또 닫으랍니다. 폐업이 아니라 진짜 망했습니다.
손님은 없고 곰팡이만 집합금지 명령이 남긴 상처

 

박씨의 가게는 영업을 하지 않아도 월세등 매달 고정 지출만 수백만원이었습니다. 엎친데 덮친격으로 기나긴 장마에 물까지 새면서 기계도 일부 망가졌습니다.
하지만 가게를 처분하려 해도 월세계약기간이 남아 유령가게로 남겨둘수밖에 없습니다.
게다가 정부지원금을 받지 못할까봐 폐업 신청조차 하지 못했습니다.
박씨는 고정 지출을 계속있는데 아무도 알아주지 않으니 답답한 마음에 현수막을 만들었다며 현수막을 보고 많은 분들이 장사를 못해도 못 버는 것을 말고도 지출이 있다는걸 생각하지 못했다고 하더라라고 설명하였습니다.
코로나 19 확산 전까지만 해도 23개 방이 꽉 차고도 대기 손님이 있을 정도로 장사가 잘되던 곳이었습니다.
갖가지 축제가 열리는 여름은 1년중에서도 대목이었습니다.

 

 

그러니 노래방 내부는 손님으로 한창 붐벼야 할 손님 대신 곰팡이만 수두룩했습니다.
단돈 1만원이라도 건지기 위해 반주기기와 엠프를 팔아 곳곳이 휑했고, 누전으로 전기도 잘 들어오지 않아 실내는 어두컴컴했습니다.
그나마 판 기기 중 일부는 오랫동안 쓰지 않다보니 내부까지 곰팡이가 생겨 한푼도 받지 못했습니다.
박씨 가게를 닫기로 결정한 것 코인노래연습장에 다시 집합금지명령이 내려진 지난달 19일 무렵 벽 시트지부터 조명까지 곳곳에 박씨의 손때가 묵은 이곳을 포기하자니 억울함이 몰려왔습니다.
그는 제가운영을 잘못했거나 확진자가 다녀갔다든가 어떤 이유가 있어서 망하라는 거라면서 참담한 마음으로 접겠는데 그냥 억울했다며 코인노래연습장이 고위험시설이 되서 코로나19가 또 확산하면 가장 먼저 문을 닫게 할 거란걸 아니까 이곳을 계속 운영하겠다는 희망이 없어졌다고 하소연했습니다.
2월부터 매출이 타격을 입기 시작했지만 ,그래도 버틸 만했다고 합니다.
점차 손님이 줄기 시작해 수입보다 지출이 많아지기 시작했고 , 5월 초부터는 지출을 메울 돈마저부족해져 대출까지 받았습니다.

 

 

 

 

그러나 서울시에서 코인노래연습장에 집합금지명령을 내리면서 고정 비용을 오롯이 박씨가 떠안게 되었습니다.
다른 업주들도 사정은 마찬가지였습니다.
이에 한국코인노래연습장협회를 결성해 단체 행동에 나섰습니다.
그는 당장 생계가 어려워서 시청에 가서 시위도 하고,시청과 구청에 민원도 정말 많이 냈다며 제가 시위를 하게 될 줄 누가 알았겠느냐고 회상했습니다.
50일만에 문을 열었지만 ,갑작스레 받아든 10대 방역 수칙은 치명적이었습니다. 박씨는 다른건 다 지킬 수 있는데, 손님이 사용했던 방은 30분 동안 사용을 금지하라는게 너무 힘글었다고 말했습니다.
1~2시간 동안 이용하는 일반 노래방과 달리 코인 노래연습장은 500원, 1000원을 넣고 이용하는 손님이 대다수인데 10분을 쓰고 30분을 닫아야했습니다.
그래도 하루하루 희망의 끈을 높지 않았습니다. 하루에 5만원을 벌면 오늘은 비가 많이 와서 손님이 없는거다. 날이 좋으면 더 많아질 거다라고 긍정적으로 생각했고, 다음날 6만원을 벌면 와 만원 더 벌었다. 내일은 더 많이 벌겠지라는 희망을 갖고 장사를 했습니다.
그러나 지난달 고위험시설로 지정돼 다시 집합금지명령이 내려오자 그 희망은 물거품이 됐다며 코인노래연습장이 왜 고위험시설인지 이유도 모른채 문을 닫아야만 했고 , 빚은 눈덩이처럼 불어만 갔습니다.
박씨는 코인노래연습장에서 여태 확진자가 10명 정도밖에 나오지 않았는데 왜 고위험시설이라는 건지 받아들이기 어렸웠다며 바꿀 수 있는건 바꾸겠다고 이유를 알려달라고 해도 그 누구도 속시원하게 말해주지 않았습니다. 너무 답답했다고 털어놨습니다.
희망이 무너지긴 다른 업주들도 마찬가지입지다. 얼마전에는 경기 안양시에서 노래바(노래방)를 운영하던 60대 자매가 생활고에 극단적 선택을 한 일도 있었습니다.
박씨는 이를 두고 저도 힘들지만 저보가 더 힘든 분도 많이 있 을텐데 극단적 선택을 하는 분들의 마음이 이해가 된다며

 

 

 

그런 마음을 먹는 사장님들이 더이상 나오면 안되고, 어떻게든 버텨야 하는데 누군가 또 그런 선택을 할까 봐 너무 겁난다고 울분을 토했습니다.
동병상련의 업주들은 서로 응원하면서 하루하루를 버티고 있다고 합니다 .
수입이 없는 0원인데 지출은 수백만원 정부 지원금 모자랍니다.
200만원이 넘는 월세에 노래방 반주긱기 회사에 내는 인증비. 한국음악저작권 협회에 내는 저작권료, 전기요금 수십만원까지 포함하면 가게 문을 열지 않아도 매달 내야 하는 비용은 400만원에 달했습니다.
7월 서울시와 서대문구로부터 각각 100만원씪 받았지만, 밑 빠진 독에 물붓기였습니다. 마침 이날 정부가 2차 긴급재난

 

 

지원금으로 200만원을 지급한다고 발표했습니다. 이역시 그동안 지출에 비하면 턱없이 모자랍니다.
박씨는 장사를 못했으니 한국전력에 전기요금을 인하해 달라고 했고 반주기기 회사에 인증비를 깎아달라고 했는데 모두 안된다고만 했다며 아무도 저희를 안 도와주는 정부마저 도와주지 않아 착잡하고 힘들었다며 강조했습니다.
이어 재난지원금 200만원은 당연히 적은 돈이 아니고 감사하다면서도 저희가 집합금지명령을 이핼하면서 생긴 손해에 비하면 부족하다고 덧붙였습니다.
업주들은 당장 영업을 재개하더라도 바로 매출이 회복되지 않을 거라고 보고 있습니다. 그렇다고 그 동안 손해를 모두 지원해달라는건 아닙니다.
박씨는 이 어려운 시기에 우리도 희생할 수 있다. 저희가 낸 금액을 다달라거나 모든 비용을 다 깎아달라는건 아니다라며 그 어디도 희생을 안하는데 오로지 저희한테만 희생을 하라고 하는게 문제라고 지적했습니다.

이어 전기요금, 임대료 인하등에 대해 합의를 할 수 있게 정부가 한전, 건물주 등을 불러서 중재라도 해주는 식으로 뭔가 대책을 세워줬으면 좋겠다고 바람을 드러냈습니다.

Therefore, the inside of the karaoke room was filled with mold instead of customers who had to be crowded with customers.
In order to get even 10,000 won, the half-cycle and amp were sold everywhere, and the room was dark because electricity was not working well due to a short circuit.
Some of the sold devices haven't been used for a long time, so I didn't get a penny because of mold on the inside.
Around the 19th of last month, when the ban on gathering was issued again at the coin singing studio, Park's old hands were abandoned, from wall sheets to lighting, and it was unfair to give up the old place.

she said, "It's a shame that I'm going to fail for some reason, whether it's a wrong operation or a confirmed person. It's just unfair." Park said, "There have been only about 10 confirmed cases at the coin singing practice range, but it was hard to accept why it was a high-risk facility," and no one told me why he would change what he could change. I confessed that I was so frustrated.
The same goes for other owners whose hopes have been dashed. Not long ago, a sister in her 60s who ran a karaoke bar in Anyang, Gyeonggi Province, made an extreme choice in her life.
Park said, "There are many people who are having a hard time with this, but I can understand the minds of those who make extreme choices," adding, "I'm so scared that I'm afraid that someone will make that choice again, even though I have to endure it."

 

It is said that the owners of the association support each other and endure every day.
It's 0 won without income, but spending is millions of won short of government aid.
Certification fee paid to karaoke accompaniment company for monthly rent of over 2 million won. Including hundreds of thousands of won in copyright and electricity fees paid by the Korea Music Copyright Association, the monthly cost reached 4 million won even if the store did not opened.
I received 1 million won each from Seoul and Seodaemun-gu in July, but it was pouring water into the bottomless pit. Just in time, the government announced that it would pay 2 million won in the second emergency disaster support fund. This is also far short of spending.
Park said, "Since I couldn't do business, I asked Korea Electric Power Corp. to lower the electricity bill and asked the accompaniment company to cut the certification fee, but everyone said no," adding, "It was complicated and difficult because no one even helped the government that didn't help us."

He added, "Of course, 2 million won in disaster aid is not a small amount of money, but it is not enough compared to the damage caused by the transfer of the ban."
Business owners believe that even if we resume operations right away, sales will not pick up immediately. But I'm not asking you to cover all the losses in the meantime.
Park said, "We can sacrifice ourselves in this difficult time. I'm not asking you to pay all the money we paid or to cut all the costs," he said, pointing out that the problem is that we only have to sacrifice ourselves when we don't sacrifice anywhere else.

He then expressed his wish that the government would come up with some measures by calling in KEPCO and building owners to mediate between them so that they could agree on electricity rates and rent cuts.
